Getting follow requests... On my public account?

Title is pretty self-explanatory. My IG account is set to public. I get daily notifs that XYZ started following me, but every now & then... I get follow requests? As if my acct's set to private?

Is this just a glitch? Have those accts been flagged, so it overrides the auto accept? Confusion.
