Why already-liked me previews not showing up in actual choosable rotation?

They show you actual user names in the previews, but no matter how much I change my settings, they never show up in my actual choosable rotation... I've even changed to max distance. But, only the same few choices remain.

I have once had one actually show up from the previews in my real rotation, but have had these other two never show up. Maybe it's a glitch?

Shouldnt have to change settings on distance, nor age to see them--Bc they showed up with my preferred distance and age. ..or so I would think.
