Pay Rate Ridiculously Lowered

I’m located in NYC and I applied for the helper position. I’ve been working for a week and the application I applied for was $23 and I was told my pay was $23/hr on phone and now it’s $16/hr what should I do and who should I contact? Am I sagging nuts or is this kinda fucked
