Weird siren sound

So I moved to Lenexa beginning of this year and throughout the day and night I would notice this siren sound. It sounds off twice. Starts higher itch and goes lower over like two seconds, then repeats once.

The sound stopped during the summer but it’s started back up within a week or so. It’s been driving me insane trying to figure out what it is. Anyone else hear it?
