Wraiths on the Road Sidequest

Has anyone else experienced a problem with this quest?

I have spent a long time going back and forth along the>! mining road without spawning wraiths. Eventually, I gave in and looked it up online. Apparently, I am supposed to fight a Mawer and two Gazers.!<

Since knowing about this, I noticed that they do spawn, and I am able to fight the>! Mawer, but the Gazers that spawn !<just continually fly up the sky so I'm unable to reach them.

I hate having an unfinished quest on my log, so it's really annoying.
