Whats the difference between Normal Pixel and Pixel with Fi?

So I am looking at a Pixel 6A on ebay and its marketed as locked to Google Fi. Is this true? I remember reading somewhere that Fi pixels are just unlocked pixels with a Fi SIM preinstalled. Just want some clarification.
