Why was Mike Mageau wearing so many layers on July 4th?

According to the police report he wore 3 pairs of trousers, 1 shirt, and 3 sweaters WITH a long sleeve. I'm seriously curious as to why he was more layered up than me in winter, like is this normal for him? That's more of a mystery than solving who the zodiac is.
