can't choose tier for gift link?

So I'm trying to create a gift link for one of my users to get a free month of my top tier subscription. I've created links before with no issues, but now I'm struggling to find a way to set the tier that the gift link is for. It keeps automatically doing it to my middle tier. Does anyone know how to change what tier they're creating a gift link for?
