Jobseeker for casual employee with no hours

I was wondering whether Jobseeker applies to someone who is technically still employed casually, but with no hours for a few months due to low inflows of work. I am in a combination of both waiting for work to pick back up casually (should eventually do so) and also deciding what type of job I want long term after recently graduating. I assume they will still require job plans etc under these circumstances? Thanks
