Strange story due to wonky AI

I noticed a crime scene pop up on my map so I went to check it out. The police arrived fairly quickly and interrupted a robbery in progress, but instead of arresting the guy on the spot, told him to "go to jail", then drove off. Didn't even put him in handcuffs or take the robber with him in the back of his patrol car.

Anyway, the robber then proceeded to get back into his own car, and started "going to jail", according to his status. What actually happened was he drove straight to my commercial district and went shopping.

After his lovely shopping trip, in which he bought himself some new clothes, likely with the money he just robbed from a senior citizen, changed his outfit, and made his way home. He's now catching up on some well-earned rest time to prepare for a new day of robbing.

I'm watching you, Tylar Chapman. I might have to investigate my police force for corruption while I'm at it.
