NEMA 14-50r outlet showing 0.1v on multimeter hot to hot

Was hoping to get some insight, had a nema 14-50r plug installed yesterday and i just mounted my level 2 ev charger. When I plugged it in no power. I pulled out my multi meter and checked the voltage I got the following.

Ground to neutral : 0v Neutral to left hot: 123v Neutral to right hot: 123v Hot to Hot: 0.1v

The electrician put in a new 50 amp breaker and I verified the charger works as it powers right up when plugged into the 14-50r plug my stove uses.

I was hoping someone might have some insight into what is happening here.

The electrician is being sent back out tomorrow but I'm a little disappointed that this issue occured after spending $800
