Dell Vostro 15 5510 - 4 White Lights Blinking

I have a Vostro Laptop that is when plugged in, the battery light stays on or a second and then turns off. Then when I click the power button, it will wait a minute or so, then the battery light will blink 4 times white, no amber. If it is plugged in for about 5-10 minutes, it will turn on.

I have unplugged the battery and had just the charger plugged in an had the same result. Any ideas on what is going on would be appreciated.

Thanks.
