I know everyone sick of these post but why aren't people with more than a 3 or 5 second penalty ghosted for the rest of the race?

Everytime on Forza GT there's some absolute gimp probably in the orange and black Holden bouncing round the track not letting anyone past and incurring massive penalties.

Why after say 3 infringement or fault crashes are you not ghosted from the rest of the race and reward wiped. Seems like an easy way to deal with the idiots.
