“Upgraded” Casino offer, doesn’t come back like a regular casino offer?

Had a balcony offer from Carnival (worded "to show our appreciation we are upgrading your offer! Book by November 3, 2023"). I have a 48 hr hold on one cruise with this expired offer right now and haven't paid yet. Did I just screw myself out of this offer keep on extending itself?

I can't figure out if this "upgraded" offer keeps on coming back if not booked just like other Carnival offers. Ideally I want to wait for more new sailings to open up with better availability. Clicking on my email link I can see the available sailings but cannot book any as it said offer no longer valid, not sure if because I have one on hold (redeemed?) or if the offer is truly gone and not coming back?
