Best towns/cities in Europe for road bling / mountain biking?

My wife and I and our three-year-old are planning to spend a year in Europe working remotely. We are looking for towns that have a good cycling culture, a mix of road, biking and mountain biking with nearby, hills or mountains, if possible. We love fast group rides and good mountain bike trails here in Santa Cruz California but we’re looking for something similar in a European country. Does anyone have any good tips? Ideally close to mountains with good mountain bike trails, but also a good weekend group ride culture.
