They are also used in perfume pens and those nail polish remover pens. One could probably apply them to use for lipstick and makeup remover applications as well.
But in a store or restaurant where there's a marker board, they're probably replacement nibs for the chalk markers or erasable paint pens.

Yep! Though, not all of them really do this
Some kinds are refillable. Some aren't, but the tips wear out before the ink does.
I work at a jewelry store, we use rhodium to make white gold/silver/platinum whiter and brighter. Sometimes someone only wants part of their jewelry white so we use a rhodium pen which uses tips very very similar to the pic
