Mary and Kathleen

I’m rewatching season 1 and I understand why they took her baby. I just don’t understand why they didn’t do anything for Mary. They point out that’s she just a child who only knows prostitution for a living but doesn’t that mean that they are obligated to care for her until she comes of age?

It’s just unfortunate that she was failed so horribly and then had her baby ripped from her. Then when they hung her out to dry she commits a crime because of the trauma they inflicted on her and she ends up in jail.
