[PC][late 90's/early 00's]"Eliminator" maybe?

Genre: online multiplayer side scrolling run and gun

Estimated year of release: late 90's/early 00's

Graphics/art style: 2D but i recall it being kind of nice looking? probably looks awful by today's standards.

Notable characters: i believe players just had a user and then a character color and otherwise all looked the same, with the exception of an NPC called "The Magistrate".

Notable gameplay mechanics: it kind of had a Hunter Hunted sort of feel. players ran about platforms representing rooftops of a dystopian skyline, trying to complete various espionage-related objectives. i believe they could kill eachother and also NPC sentries but had to make themselves scarce when The Magistrate walked through.

Other details: i'm pretty sure this was a free game that i maybe played on Mplayer.com or something. it was at least contemporaneous, which tells you just how old i am.
