Looking for saas development leads

I've been a software developer for 20+ years and recently exited my first startup where I was the technical co-founder and CTO. We brought the company to more than $10m ARR and did very well.

I would like to start an agency focused on helping non-technical founders launch software products. However, I am struggling to find qualified leads - especially those with funding.

Any suggestions? I am open to taking on less specialized development just to get the company off of the ground.
