Is there an audit tool I can use to determine if a site was built using more or less best practices?

Question

I'm going to be subletting out some basic website creation for very small brick/mortar businesses in the area. I'm dealing with folks overseas, and it seems there are an absolute abundance of them. I know that I'll have to go over the finished product with a grammar comb which is fine by me, but I need a means of screening developers in order to select one to work with. So, they give me a link to their portfolio showcasing sites they've built, and I'm looking for some means to quickly vet these developers based on use of best practices. i.e., check that H1 tags are present, that pictures have proper naming convention with alt text, proper use of image size/format/type, etc... This way I can quickly discard those bids from developers who lack the basic knowledge of proper design.

What would you all use?
