Are C9/C7 Christmas Tree Lights Supposed to Get Hot To The Touch?

Bought some Tin Shen ts-25 lights, out them on the tree and within a minute they're hot enough that they sting to touch.

I'm used to those small lights that put off no heat at all. Is this a safety hazard or normal?
