Clarification of new Power Siphon skill gem

Could we get some clarification of Power Siphon? Is it possible that single target is completely butchered?
What if we have PS +2 projectiles from ranger area and only 1 single enemy? How many projectiles will hit him? 7+2? 1+2? or only 1?
