Bethesda pissed me off

Finally got enough gold bullion to buy a speed ball for camp.bought the plan,learned the plan, went to build in camp and got a message that it has to be purchased in atom shop. What a rip off,is this so I have to purchase atoms, or have they broke things again since latest update. This happen to anyone else?
