Cloud soul is undervalued

I've been going over the games from worlds and it's common to hear cloud soul talked about poorly. Interestingly in solo que it has the highest WR of the souls. I feel the passive bonus movement speed is undervalued as many focus on the active. I think it's likely that the more subtle impact is underappreciated as opposed to how obvious the other souls are.
