Dedicated GPU is up to date and shown, however poor performance

I have installed Spec Ops THe line, and I get like 15FPS on low. My laptop is Acer Aspire e15, e5-521-636x. 12GB ram, SSD, AMD quad a6 6310 up to 2.4ghz, dedicated gpu AMD radeon R5 M240 2GB vram. Shouldn't I get better performance? Its an old game after all. I downloaded Radeon Software, the GPU is shown, and says is up to date. On device manager it is shown, and up to date.
