When is an actor/actress no longer “up-and-coming”?

I’ve seen a few actors get labeled up-and-coming for years, despite having a solid, acclaimed and/or relatively well known project (or body of work) to their name.

Does one need to have multiple blockbusters under their belt to escape this category? What’s the determining factor?
