Question about a Pokemon outside its original game

So this is actually a journey I've wanted to take for a long time - I didn't realize there was a subreddit for this challenge though, so I'm happy I found you all!

With that being said - I do have a kind of long-winded question.

So my original plan was to bring a Vulpix from XD and use him as my first Ribbon Master, which I'm still planning on doing, but I also made a recent discovery that made me want to do a second Ribbon Master at the same time.

The first Pokemon game I ever beat the Champion on was my original Sapphire save; now that save is long gone along with most of the Pokemon from it, but I was curious and wanted to see if I transferred any of my OG team to a different game - and I found a Mudkip I believe to be the son of my original Swampert. (Picture of the boy here.) I actually used PKHex to see which game he originates from, and I found he's originally from Emerald. But that still makes sense! Before I restarted my Sapphire save all those years ago, I traded my team to my Emerald cart, which also eventually got restarted. I also distinctly remember breeding my original Swampert after finding out a Pokemon will always be the same species as it's mother (I wanted more Mudkip) so theoretically this breeding could have occurred on Emerald - not Sapphire!

So my question is this; the rules state a Pokemon can be a Ribbon Master so long as it gets all the ribbons it can starting from its' original game, but this Mudkip is originally from Emerald and was transferred to Pearl a long time ago. If I give it all the ribbons starting from Sinnoh would it still be eligible?
