Dc-Baltimore area getting started

I am getting a UV5RX3 triband radio for Christmas and wondering how the community in the DC-Baltimore area is? What's the process of getting my license, what resources/study material can i get for it and how long does it usually take to get the license? Anyone on here from my area able to help? Hamradio prep has a promotion going on atm for 3 Level prep for $70, is that a good deal and would any of y’all recommend it?
