Basement flooded, photos damaged

OTHER

We are renting out basement storage space in a commercial building and discovered this weekend about a foot high of water damage (with no standing water) suggested it flooded some time back probably a couple of months or so ago when we had heavy rains seeing as there have been no known plumbing issues. Unfortunately all of my dad’s family photo albums were in an unlabeled box on the floor and they are sopping wet—some are even growing mold. A few hundred of these are the family photos from his childhood of which no other known copies exist. Most are in the acid free adhesive type pages. Some of them appear okay at a glance while I gently loaded them into a long shallow plastic container lined with paper towels. I live south Florida so the weather right now is in the 70s. I brought them back home and put them under my covered patio with a fan thinking they would dry out a bit so I could cut out and scan the pages but I’m reading online that drying them out might lead to more damage and that instead I would take them out of the adhesive pages and soak them in water. The thing is, I’m not sure how to proceed. I was thinking I would just try to scan the pages as they are/ when they’re a little drier but I’m scared now that as they dry, more damage will occur and the plastic layer will possibly blister and damage the photos. I also think peeling back the clear plastic layer from the adhesive paper will cause more damage in its current state. My question is should I:

Scan as is Dry more and scan Dry and try to remove from pages Wet and try to remoce from pages

This is my dad’s entire collection and there are probably close to 1000 photos if not more. I haven’t told my dad yet. He’s a very sentimental person and he really valued these photos. I was hoping to get somewhere with recovery before having to tell him. Thank you in advance.
