How do I use influence?
I know how to use it to support a charter but how do I get elected to a seat?

If you hold your cursor over the charter titles during the Landsraad it will tell you what prerequisites are required to be eligible for a charter.

Influence is converted into votes for the Landsraad. More influence = more votes. Charters come up after they receive so much support. Vote for yourself.
To add: Influence does disappear when you use it for votes, unlike the base votes a faction gets.
