Enormous difficulty spike for Endgame Missions?

I rolled through to the end of the story and hit the endgame. However my first mission in the end game was a butt-kicking. Enemies were MUCH stronger than previously and the recommended level wasn't that much different (21 vs 20). Anyone else experience this? Advice?
