Beat on the brat bug

So i’ve beat all 4 fighters and the mission tells me to do other things until frank calls me back, I looked it up online and he’s supposed to call you after you’ve done all the Voodoo boys missions. I’ve done them but i’m still not getting the call, does anyone know how to trigger it? I’ve already gone to the mall and the fight isn’t loaded in yet.
