JVC GR D250 error code 04, not accepting tape

As the title says, I’m getting error code 04 and it doesn’t accept taste nor does the tape compartment close on its own. Tried unplugging the battery and using different tape but nothing has worked. Have yet to try a cleaning tape or cleaning the heads but I think the issue is one of the spindles at the bottom of the reader not spinning (the black one on the right spindles when I open the cassette holder but not the left).

Would this be an easy fix? There is apparently a camera repair technician specialising in JVC in my city I just don’t know if they work with cameras this old (they return operations at the end of the month sadly)
