Help with designing a whole house dim+warm/cool smart lighting system

Hello, I'm looking for help in putting together a lighting system for most of the house with the following requirements (in order of importance):

  • Extremely reliable, no latency (at least on on-off and brightness)
  • On-off and brightness: wall control + smart control
    • Basic functionality (light on/off, brightness) should work without app, when wifi is down, etc. for tech-avoidant users in the house
  • Color temperature: auto-controlled (by HA) based on sunlight
  • All local (zero cloud access)
  • Should work well with HomeAssistant
  • Prefer to not get locked in to a vendor like Hue, but flexible requirement if needed
  • "Luxury" features like fade in/out

The candidates I've come up with are:

  • Lutron Pico Remote (for on/off and dimmer) + Wiz or Meross bulbs
  • Philips Hue + Runlesswire switch: would it meet all of the above except for the last part?

Are there other options I'm missing? Or are some of the above not a good idea for whatever reasons?

Thank you!
