x670e creator proart stuck on white VGA light when rebooting after crash. (7950x3d + 7900xtx)

I experienced a crash where I got a white screen then the computer shut off. When rebooting it's now stuck on the white VGA light. I've tried reseting the CMOS but no dice. I tried removing the ram and booting with 1 stick, 2 sticks, no sticks and still nothing. I tried removing the GPU, and replacing it, nothing again.

I'm at my wits end and this is super frustrating now.
