Help with Empire Composition

Me again lol.

I'm doing an empire only run, and was thinking of having 25% cavalry, the remaining 75% of the army split with infantry/archer.

My question is, being that the Imperial Buccharelli is not desirable in comparison to other mounted archers, would it still be better to have 25% of my army with mounted archers, then to not have any mounted archers at all?
