90s or early 2000s Post-Apocalyptic Young Adult book where kids/teens fortify a school

the main thing I remember is there are a bunch of young people including everything from older teens to young children I think that for some reason need to take shelter in a big school and they end up fortifying it with traps and obstacles and they create a mini society with governance, food distribution, defense, and medicine.
