Keyed vehicles

Myself and a few of my neighbors have recently noticed a string of keyed vehicles, one of the other folks with a ring caught an outline of someone with lots and lots of layers running something along their drivers side. Current working theory among us that it could a disgruntled pandhandler targeting vehicles they recognize from their spot.

Keep your eyes out if you park/live near the State/hanover st crossroads. Seems to be the most unlucky spot
