Genuine question: how was Stafford allowed to stay in the game after bouncing his head off the turf?

He clearly was knocked unconscious, albeit for a short amount of time, which indicates a brain injury. Nobody wants star QBs to leave a playoff game due to injury but if safety truly is the NFL’s goal then this situation doesn’t make sense to me.
