Windows Hello Face crashing after resetting Windows 10

I recently bought a second-hand laptop (Dell Latitude 7490 with i5 7300U) and then the Windows Hello face with Infrared camera was working fine. Then I reset the laptop and after that I can't set it up and it keeps crashing after I entered my security password. I've tried various steps like clearing cache and re-installing Windows Hello Face and also checking drivers and updating the OS but the problem still doesn't solve. Pls Help :(
