I bought myself Rhodamine B why it doesn't shine in the night ?

I read that it it fluorescent so I got it placed on the window for the day and now it's dark and not shiny :(

I've got 2 samples: mixed with tap water and pure powder, neither emits light.

Am I doing something wrong ? Or is it never supposed to actually shine when loaded by daylight ?
