A bit frustrated with settlement mods. Am I doing something wrong? [fo4]

Fallout 4

So, I recently upgraded to the new generation XBOX. Rather than play something new, I just loaded Fallout 4 for the first time in years. Before this, I played on PS4. I was really hoping the settlement mods would be more fined tuned all these years later, or at least better on Xbox than they were on PS4. Sadly, they're not.

Maybe I'm doing something wrong - let me explain my issue and maybe some kind person can point out my mistake.

Making new settlements is my favorite part of the game. I don't make big, crazy heavily modded settlements with 300 people, a casino and full sized quidditch field or anything. In fact, I only use one or two basic mods in terms of scrapping and building. Vanilla works fine for what I like to do with a few enhancements.

What I really need mods for us creating new settlements in new locations that aren't offered in the game. So, I've downloaded about a dozen of them. Some work great! Whoever made Natick Substation, Chestnut Rail crossing and Fairline estates - fantastic work! Others just flat out don't work. Breakheart banks can take settlers, but they just stand in one spot and don't do anything. You can clear Parson's Asylum's courtyard but can't send anyone there or attract new settlers with a beacon. Same for Fiddler's Green trailer park and Salem. The Ranger Station won't allow you to use the workbench until the enemies are clear, but killing everything within 900 miles isn't enough, apparently. Quincy works okay, but settlers get lost and gunners respawn like crazy. I've played a bit with the mod that lets you create a camp and workbench anywhere, but it doesn't let you scrap much, even with scrap everything mods.

Should I just be using these places as a home for myself and not trying to put settlers there, like the diamond city home? Are these just there to get more scrap? I don't see the point of putting in a workbench somewhere if I can't send provision lines or settlers there.
