Grand Master bugged? Or am I missing something?

Question

Noticing he won't move certain cards but I don't know if it is a bug or something else. Example: played Storm right lane, GM left, GM says "no target", nothing happens. Example: played Wolfsbane left, GM right, GM says "no target", nothing happens.

Am I missing something?
