Cisco switch unable to access new OS file from SCP/SFTP server (Permission Denied)

BLUF: Switches cannot download software from WinSCP server. Error below:

"%Error opening sftp://user@ip.ad.dd.ress/Cat3.1.1.1a.SPA.bin (Permission denied)

FW logs show a successful build and teardown with FINS from the WinSCP server.

I had our server admin make sure the VM Ware backend allowed traffic from the switches to the server allowed SSH.

Am I missing something?? Where else can one check for possible blocks?
