Parking for students

How does the permit for student parking work? I love very close to Engel lot and was hoping I’d be able to park there but it’s not mentioned on website at all? What lots are eligible for parking without tickets? Also how much is a year pass and do students get carpool discount? Is the parking permit a lottery system/first come first serve or do people typically get it if they want it?
