Physical card declining? Help

I have had an account and physical cred ai card for around a year now and it has never reported to a bureau. I deposited $40 back when i received the card but have never been able to us it as it declines everywhere I have tried. Gas station? declined. grocery store? declined. etc... even when just trying to purchase a thing or two at a DOLLAR STORE it gets declined. Does anyone have any clue as to why this would be happening? I had decent hopes for this card helping build up my credit score but like I said I have had it for around a year, and it has yet to be reported. I have only used Experian so far but have heard other people say their cred ai account reports to Experian? So, I am just confused all around. Would very much appreciate some insight, thanks.
