found out this regarding...

tatkal agents booking through personal accounts and selling tickets with their added commission, isn't that illegal?

reason being, agents can only book after 10:15am (ac), 11:15am (non ac). and we all know before completing even 5-6 minutes of tatkal opening everything would be waitlisted and all tickets will be sold

so is this business ethical/doable? if irctc will look into this all agents will be behind bars, but that's not the case very few people get fined. what's the catch here? what am i missing?
