Bitrate for 480p 16:9 content

Hello, I'm trying to encode the 3rd and 4th season of Wizards of waverly place from dvd. The first 2 seasons were easy because it was really crappy and 4:3 so 800kpbs was more than enough but I don't get which bitrate to use, I've tried using 800, 1000, 1200 and 1500kbps but all seem to be bad could it just be the fact that it's 480p ? I'm using handbrake nightly with SVT-AV1 10bit 2.0 on preset 4 and film-grain=25.
