War Machine and Jeff are just false advertising

So the text on War Machine states >On Reveal: Until the end of next turn, nothing can stop you from playing cards anywhere.

While Jeff says > You can move this once. Nothing can stop you from moving or playing this to any location.

so why does having no Energy prevent me from playing cards? or the lack of space, I should be able to slam him on top of the cards as the fifth card.

They badly need to reword this!
