How to Determine the Budget for a Web Comic Commission

Hello. I'm in the process of finalizing the script for a miniseries I have in mind. The only issue is I intend to publish it on webtoons. I'm familiar with artists pricing their services by pages, but how can you determine how much a panel is worth? I want to carefully plan a budget that I and whoever I recruit will be happy with.
